Without objection, the bill was read the second time. Senator Halford moved and asked unanimous consent for the adoption of the Finance Senate Committee Substitute offered on page 4050. Without objection, SENATE CS FOR CS FOR HOUSE BILL NO. 548(FIN) was adopted and read the second time. Senator Lincoln offered Amendment No. 1 : Page 5, line 3 and 4: Delete all material Insert: (1) has held an Alaska business license for one year before performing any work in connection with the Northstar leases; and (2) has maintained for one year a place of business within the state that deals in the supplies, services or construction of the nature required for the project before performing any work in connection with the Northstar leases; and Senator Lincoln moved and asked unanimous consent for the adoption of Amendment No. 1.
